Defining the Role of Housing Associations in the Provision of Social and Affordable Housing.
In May 2018, Public Affairs Ireland welcomed delegates to Dublin’s Radisson Blu Royal Hotel to engage in a discussion about the social housing crisis and, in particular, the role of Approved Housing Bodies (AHBs) in the delivery of the Government’s goals. Delegates included key stakeholders with an interest in the AHB sector.
The conference took place following a decision by Eurostat in March 2018 that AHBs which had previously been classified as off-balance sheet under EU accounting rules, were to be reclassified as on-balance sheet. This meant that AHBs’ spending counts towards the government debt.
Conference speakers set out AHBs’ contribution to the delivery of much-needed social housing; argued that it is in everyone’s interest for AHBs to be brought back off-balance sheet; and explained how this might be done.
